A 90 minute dramatised documentary, set in the near future, when a perfect storm of nightmare conditions creates a major transport meltdown that accelerates over the course of one day.  The film is made in the style of a classic retrospective documentary with hindsight interviews with the key players (primarily played by actors) illustrated with specially created mock archive footage of the events that unfold.
